Bylaws & Standing Rules

 

To maintain Good Standing with Texas PTA, all Local PTAs must review and update or amend their Bylaws at least once every three years. Standing Rules should also be reviewed and updated as needed.

 

Below are the current governing documents for Florence Elementary PTA:

 

2026–2027 Review Process

 

The Bylaws & Standing Rules Review Committee reviewed and updating both documents on Friday, August 28, 2026. The committee will provide an update on its work and walk through the proposed changes at the Thursday, September 3, 2026 Executive Board and Thursday, October 1, 2026 General Membership Meeting at 10 AM at FES, which was noticed on Monday, August 31, 2026 via social media and was reflected on the PTA Meeting Documents page as of Friday, August 28, 2026.

 

Proposed Bylaw Changes

 

The committee is proposing the following changes to the Bylaws:

  • Local Dues: Increase the local portion of membership dues from $5.50 to $6.00 per member, bringing total annual membership dues to $12.00 per member.
  • Membership Meeting Months: Update the required membership meeting months to August, November, February, April, and May. This adds August and removes September, October, and December.
  • Executive Board Composition: Remove the President-Elect position from the Executive Board.

Proposed Standing Rules Changes

 

Below is a high-level summary of the proposed changes to the Standing Rules, which were mostly inflected by the latest Sample Standing Rules from Texas PTA. A redline copy is available in advance of the meeting upon request.

  • I. Meeting Minutes – Updated to align with the latest language from Texas PTA.

  • II. Training Expenses – Updated to align with the latest language from Texas PTA and to remove the President-Elect position.

  • III. Financial – Updated to align with the latest language from Texas PTA.

  • IV. E-Commerce – Added to align with the latest language from Texas PTA.

  • V. Bonding and Insurance – Updated to align with the latest language from Texas PTA. No deviation from this language is permitted.

  • VI. Condolences – Updated to align with the latest Texas PTA recommendations.

  • VII. Standing Committees – Updated committee names to reflect current terminology, including changing Cultural Arts/Reflections to Cultural Arts and Flag Day to Veterans Day. Removed the Special Projects and Volunteers committees.

  • VIII. Duties of Other Executive Board Positions – No change.

  • IX. Special Committees – Updated to align with the latest language from Texas PTA.

  • X. Attendance of Non-Board Members at Meetings – Updated the placement of this provision within the larger list.

  • XI. Awards – Updated to align with the latest language from Texas PTA. No deviation from this language is permitted.

  • XII. Scholarship – Increased the scholarship amount from $300 to $500 to align with the approved budget.

  • XIII. Use of PTA Properties – Updated the placement of this provision within the larger list.

  • XIV. Plans of Work – Removed “(30)” following the word “thirty.”

  • XV. Procedure Folders – Changed “shall” to “should” and removed the requirement for physical procedure folders - to focus on electronic.

  • XVI. Miscellaneous – Updated to align with the latest language from Texas PTA. No deviation from this language is permitted.
